Area Police News: Dec. 3, 2008

The Delaware County Sheriff’s Deputies responded to a fatal motor vehicle accident on Saturday on New York state Route 10 in the Town of Walton located near what is locally known as Ice House turn. The vehicle, which was traveling north on state Route 10, appeared to have lost control, struck the guide rail, spun around and struck several large trees before coming to rest over the guide rail against a tree on the east shoulder of the road above the river. The vehicle’s engine compartment then caught fire.
The front passenger in the vehicle, Frank Ruiz, 28 years of age, of Walton, was pronounced dead at the scene and was subsequently transported to Lourdes Hospital in Binghamton, pending a post mortem exam. The passenger in the rear of the vehicle, Eduardo Torres, 21 years of age, of Walton, was transported to Delaware Valley Hospital, treated and released. The driver, Katherine Covell, 22 years of age, of Walton, was transported to Delaware Valley Hospital and subsequently transported to Wilson Hospital in Johnson City for further treatment. Alcohol appears to be a factor and initial investigation revealed that Covell had consumed alcohol and was traveling at a high rate of speed when she lost control of the vehicle.
Further investigation into the accident is being conducted at this time. Criminal charges against the driver are pending at this time while awaiting the completion of the accident investigation.

Kathleen Murphy, 43, of Fleischmanns was arrested by state police last week Tuesday and charged with fourth-degree criminal mischief and third-degree assault following a domestic dispute with her boyfriend. Murphy was issued appearance tickets returnable in Town of Middletown Justice Court.

Darrell R. Scott, 45, of Carmichael was arrested by state police Thursday and charged with DWI after he was stopped by state police on Cold Spring Road in the Town of Roxbury. Police say Carmichael was disoriented at the time of his arrest and was transported to Margaretville Memorial Hospital because of his condition. He was issued appearance tickets returnable in Town of Roxbury Justice Court on Dec. 10.

Heather A. Dumond, 24, of New York City was arrested by state police last week Tuesday and charged with DWI after she was stopped on Route 23 in Stamford for speeding. Dumond was issued appearance tickets returnable in Village of Stamford Justice Court on Dec. 17.

Michelle L. Wright, 37, of Roxbury was arrested by state police Sunday and charged with three counts of larceny after she allegedly stole cash and prescription pills from the home of a man for whom she was working as a home healthcare provider. Wright was issued appearance tickets returnable in the Town of Roxbury Justice Court on Dec. 10.

Justin L. Rybicky of Stamford was arrested by state police Sunday and charged with DWI after he allegedly tried to avoid a state police checkpoint at the intersection of state routes 23 and 10 in the Village of Stamford. Police say Rybicky was westbound on Route 23 when he stopped short of the checkpoint, turned around and fled down Main Street at a high rate of speed. Following a chase, Rybicky was arrested when his blood alcohol level allegedly tested .18 percent. He was issued appearance tickets returnable in the Village of Stamford Justice Court on Dec. 17.

Mark A. Courtois, 34, of Port Ewen was arrested Wednesday by Shandaken Police after he allegedly stole scrap metal from the Big Indian Service Center. Courtois was charged with one count of petit larceny and was issued an appearance ticket returnable in Town of Shandaken Justice Court on Dec. 9.
