Fleischmanns resident Seth H. Finch, 34, was issued appearance tickets for second-degree harassment and one count of Agriculture Market Law for loose horses running the roadway after a neighbor complained to police. Police reported to the scene and found six horses and a donkey grazing on the neighbor’s property. Both appearance tickets are returnable to the Town of Middletown on Oct. 30.

Roxbury resident John C. Trahan, 18, was arrested Tuesday and charged with petit larceny after he allegedly stole two lottery tickets from the Roxbury Country Store, where he was employed. Trahan was issued an appearance ticket returnable in the Town of Roxbury Justice Court on October 18.

Howard J. Slavin, 47, of Fleischmanns was arrested by state police Wednesday and charged with second-degree harassment for allegedly harassing his ex-wife’s boyfriend over the phone. Slavin was issued a criminal summons and is to appear in Middletown Justice Court on October 6. The court also issued an order of protection in the case.

Mark W. Russell, 37, of Roxbury was arrested Tuesday by state police on a bench warrant issued in Essex County. Russell was arraigned in Town of Roxbury Justice Court and released on $500 bail to appear in Essex County at a later date.

State police arrested New Kingston resident Lisa S. Scalf, 47, and charged her with aggravated unlicensed operation following a traffic stop in Middletown on September 9. Scalf was released on her own recognizance and scheduled to reappear on October 9.

State police arrested Jeffrey A. Cortese, 23, of Arkville on September 2 and charged him with one count of third-degree criminal mischief after he allegedly drove a truck through the yard of Jerry Hamil, destroying his honey stand and sign. Cortese was also charged with second-degree aggravated harassment for making repeated and threatening calls to his ex-girlfriend, who resides with Hamil. He was remanded to the county jail on $1,000 bail for the initial charge and was to be arraigned on the harassment charge at a later date.

Hobart resident Kenneth J. Marschilok, 40, was arrested on August 25 and charged with DWI after he allegedly failed a field sobriety test. Police say that upon stopping Marschilok he displayed slurred speech and an odor of alcohol, and that there were four empty and one partially empty cans of beer in his vehicle. He was remanded to the county jail on $1,500 bail.

State police say that on August 12 they responded to a domestic dispute call at the residence of Catherine M. Jutrzenka, 23, of Stamford, who refused to let her estranged husband, Daniel S. Jutrzenka, 29, pick up the couple’s two daughters because he had no child car seats. Catherine allegedly displayed a weapon, at which point Daniel left. A criminal summons was obtained for Daniel for trespassing and was served without incident. Police arrested Catherine for endangering the welfare of a child and was issued an appearance ticket returnable to the Town of Harpersfield Court on August 25.

The Shandaken Police report the arrest of Carole A. Meltz, 61, of Tucson, Ariz., on August 16 for criminal possession of a controlled substance in the seventh degree, (misdemeanor) and a violation of the public health law of possession of a controlled substance out of its original container, (violation) and driving without headlights during inclement weather. (traffic infraction). The defendant was found in possession of 24 tramadol hydrochloride tablets. The defendant was issued an appearance ticket to return to the Shandaken Court at a later date.

State police arrested James T. Miller, 34, of Hamden, and charged him with DWI on August 4. Police say they stopped Miller in Harpersfield for speeding, at which point they observed a strong odor of alcohol emanating from him. Miller subsequently allegedly failed a standard field sobriety test and was then arrested and issued uniform traffic tickets. He was ordered to reappear on August 20.
